Born in the historic town of Gumaca, Quezon, Hon. Mendoza currently serves as a Municipal Councilor, where he chairs both the Committee on Education and the Committee on Environment, Natural Resources & Climate Change. His leadership has been instrumental in advancing sustainable policies and programs that benefit his community, especially in the fields of education and environmental protection.

His passion for education and public governance goes beyond the classroom, as he actively shapes policies that uplift the youth, promote environmental sustainability, and ensure a better future for the generations to come.

Before embarking on his political and academic journey, Hon. Mendoza served for more than a decade with the Philippine Department of Foreign Affairs as a diplomat. He worked as a Consular Attach and Signing Officer at the Philippine Consulate General here in Macau, where he helped strengthen ties between the Filipino community and the wider Macau society. His diplomatic experience gave him a unique perspective on bridging cultures and fostering understanding across different nations.

On the academic front, Hon. Mendoza is in the final stages of completing his Doctorate Degree in Development Administration, specializing in Public Governance. His dissertation, titled “Towards Resilience Framework: Evidence-Based Environmental Governance in a Local Government Unit, "reflects his dedication to advancing responsible governance.
